What the Springville code says
An accessory dwelling unit is permitted in R-8.5, R-6 and RM, and at least one dwelling unit on the parcel must be occupied by one or more owners as a permanent residence. B-1, VI and CIP have none.
Conditions the code attaches:
- The unit may be within or added to an existing principal residence, within or added to an existing detached accessory building, or within a new detached accessory building that meets the chapter
- The unit is capped at 35% of the total floor area of the principal building or 550 square feet, whichever is greater
- The owner must sign an affidavit before a notary public affirming that they occupy either the principal unit or the accessory unit, filed with the building permit application
- On a sale or transfer, a new owner who wants to keep renting one of the units must sign a new affidavit within 30 days and submit it to the Code Enforcement Officer
- Selling an accessory dwelling unit apart from the principal use is strictly prohibited
- Only one accessory dwelling unit is allowed per premises in a residence district, and a detached one must stand at least 10 feet from the principal dwelling

ADUs vs. short-term rentals in Springville
Short-term rentals allowed with local rules for Village of Springville. Short-term rentals are regulated under Article XXI of the Village Code. Confirm the current permit and registration requirements with the Village before listing. These are separate questions from whether you can build an ADU — a unit you're allowed to add isn't automatically one you're allowed to rent nightly, so check both.
