What the Ghent code says
A detached accessory dwelling is permitted outright in RRA-1, RRA-2, VR and HR, with no owner-occupancy requirement and no bar on renting it. It is prohibited in HB, VB, C-1, C-2 and C-3.
Conditions the code attaches:
- It must be a separate building on the same lot, detached from any dwelling; an in-law apartment is the same use, so there is no attached or interior option.
- In VR and HR, an accessory building larger than 1,000 sq ft needs site plan review.
- It may not sit in a required front yard, and in most districts must be at least 10 ft from side and rear lot lines (§ 190-27A).
- There is no size cap, kinship rule or age limit.
- A two-family dwelling is also permitted in RRA-1, RRA-2, VR and HR.
- An existing house there can be converted to a two-family on a lot 10,000 sq ft larger than the one-family minimum, with County Health Department septic approval.

ADUs vs. short-term rentals in Ghent
No local short-term-rental law on record - which is not the same as permission for Town of Ghent. The Town of Ghent has no local short-term rental law, and that is not the same as permission. Confirm with the building department before counting on short-term rental use. These are separate questions from whether you can build an ADU — a unit you're allowed to add isn't automatically one you're allowed to rent nightly, so check both.
